I have an 99' Independent Fab Steel deluxe that I want to change to horizontal dropouts. Do you know if they are brazed or welded and how hard to change? How much would you charge?

Your IF almost certainly has brazed DO's, which are on the higher end of the cost scale to replace. In some cases you've gotta do the whole rear end (yech!) You'd probably be better off selling it and then putting the money toward a new frame. Sorry to be the bearer of bad news!

Besides, if it ain't a 29er, it needs replacing anyway!
