Pad compound and modulation ?

I had a set of Avid BB7's with the original pads (C-4's ?) After a few months of use I decided to try a set of organic Kool stop pads. I was told the organics would provide smoother stopping (more modulation). The brakes were a little smoother but still had a little on off braking. I am considering a set of Juicys and wonder if the pad compound or the brakeset contributes to modulation ?

There is more to modulation than the pad compound with BB7s. The pad adjustment can make big differences. If you find the brakes too grabby or on/off turn the inner pad out 1-2 clicks.

This kind of fine tuning is not possible with the Juicy.
