I have an old Mongoose wich I had purchased brand new years ago. It is unsuspended. Can I upgrade it with a new front fork for a smoother ride? It has a 1" steer tube now.

If it can be done, what and how to do it?

Short answer: yes

There are some newer forks out there with 1" steerer tubes. Marzocchi MX series being one that was available. Not sure if it still is, but check. If not, scour ebay. Longer answer: don't bother. The bike is 15 years old and it may not be worth sinking money into it. It really depends on how well the frame and it's respective parts have held up over the years. It very well could turn into a money pit.
