I have been working on a used bike my g/f got. I was taking a look at the brake and noticed that the brake pads weren't engaging at the same time. I looked at the hub thingy where the wire goes from the brake handle and is screwed into the hub and it has a the wire that goes between the two brakes, though they are not screwed into anything. I can move the hub side to side and in a away adjust it to center the brakes, but it doesn't hold. Do newer bikes have both lines screwed down? This bike is older than 1989. Also do they sell hub thingies with a screw so I can center it?

Note: thingy is a technical term.

Thanks in advanced!
