The frame is fairly beefy, and it's meant to handle alot. I have the carbon version and while it doesn't "feel" heavy it's still about 30lbs. You could certainly lighten it up a bit more depending on tires and weight weenie parts but I think 28lbs would be tough (and $$$) for the carbon version. I believe the top spec LTD is around 28.5lbs. For alloy add 2 lbs.
If you want a lighter weight rig take a look at the Stumpjumper, I've seen builds around 26-27 lbs.
