I bought an XTR Ti 8spd cassette online and when it arrived the smallest cogs were seperate from the largest cogs, like it hadn't been assembled fully. Is this normal for a cassette? I'd have it fitted by my lbs in any case.

Quite normal that only the 4 or 5 largest are fitted to a spider. The rest are fitted with spacers. There is a key notch so they line up correctly.
