I want to give my older bike to a friend that is just starting biking. As she is a bit scared she likes to be able to put both feet on the floor while sitting. In order to do that the saddle on my bike has to be to the lowest point. Is it possible for the bike to be rideable if the saddle is so low or she will have problems with petaling?

Having the seat low does not make a bike unrideable. Pedaling will be less efficient and might strain the knees(?)

If she is on a bike for the first time, a low seat might be a confidence booster. Unless she is going to do a lot of jumping or downhilling, she should raise the saddle to an "efficient" level, once she gets the hang of riding.

Start her off right with an efficient seatpost height. Just reinforce that she should move forward and off the seat when coming to a stop. If she starts riding with the seat too low, she'll just have a bad habit to break if/when she gets into doing longer rides...
