You might want to show your city a example of what other cities around the country are doing . Yesterday I spend my Saturday building a freeride park here in my home town of Folsom , CA
I'll try to dif up the link to the build thread .
Our city also got REI to donate 10K to the project and got IMBA to design the pump track and skills course .

I not completely familiar with this area. It's about 45min from me. But I believe they already have a skate park and looking to do something specifically for bikes.
