That looks like a mid-higher end sport touring bike from the '70s (not counting the saddle, bars, horn, and pedals). The lugs are good quality, nicely shaped, and well finished, rear dropouts look like maybe Campagnolo. The Campagnolo parts visible in the photos look to be in decent condition, probably Gran Sport (lower spec than Record), looking at the 3-arm crank. 3ttt is a good stem. I'd ditch the bars and saddle and ride it for sure, and I'd be willing to pay more than $150 for it.

Edit... but not $750, but that's just me. You should show a picture of the drive side so people can see the crank and rear derailleur, and a close up of the sticker on top of the downtube (maybe indicates tube brand?), and add seat tube and top tube measurements to your (or your customer's) ebay listing.
