does anyone have this frame? I was wondering if it has fender and/or rack mounts. I looking at getting this frame and building it up to be a winter commuter.

I bought the 1st version for $25 on clearance 2 summers ago before they had IS Disc brake mounts. I bent the hanger pretty easily. Fortunately it's steel, so i bent it back. Watch out for that.
