I would ask for an exchange since that was incomplete. I would ask them to send a call tag with the new bike and offer to return the incomplete one at the same time of arrival as the new one got delivered.

I purchased a Fantom DS trail 12/09 when removed from the box it looked repackaged with parts still missing. Tape on the wheel spokes US07US826, stanp on the brake levers
