IME riding all over the country, anytime you're riding in a place with little/no tree cover, there's not a whole lot you can do about wind if it's windy. A mountainous place without trees to create shelter means you'll have to depend on the terrain for shelter. And which places are sheltered from the wind will depend on the direction of said wind. The wind could howl down any valley/canyon if it's coming from the correct direction.

Portions of Klonzo, Navajo Rocks and Ahab/Ahmasa can provide some shelter on really windy days. The trails change direction/elevation frequently and some sections run close to features.
However, all still have big exposed areas where you'll catch wind.
If it's cold and windy even in full sun, exposure is a concern.
Some of my perceived coldest times on a bike have been during low 30-mid 40 degree days in Moab in constant wind and full sun.

That's why I'm asking. I did the big mesa loop about a month ago and the wind was blowing hard enough that the sand was scouring my legs and it was kinda chilly. Colder and windy could be no fun. Especially with kids.
