I just picked up a med. 5.5 frame and I'm going to use a 06 Talis RL fork. I have read about the clearence issue with down tube. The previous owner claimes he did have a problem with his 05 Talis RLC. He did not run a special crown race or the Cane creek headset. I'm confused.

There is no reason you can not ride the bike with the TALAS forks without a thicker crown race. However, if the fork is turned forcefully against the frame, like in a crash it will probably damage the frame and/or fork as the adjuster knobs do not pass under the down tube.
