Got my 3yr (39'' tall) old balance bike, and looking for pedal bike for summer.

I found these two from Norco, and Commencal, they both weight 7kg, and are withing our budget, Spawn Yoji is a bit too expensive at the moment.

Would you pick one over the other ?

My 4 year old rides a 14" Commencal. It's been a good bike for him to learn how to use hand brakes on and we haven't had any issues with it. He has been riding it since last May.

Buy what's cheapest and get a good helmet with side impact protection. Saved my daughter, 20 something years ago.
