my friend just bought a 2001 shwwinn moab that was in mint cond except the front fork is quite spongy. It is a JUDY C rock shox and the dial at the top of fork dont do anything when adjusted.I am assuming the shox need a rebuild. If so,are there any rebuild kits and can i go with metal coils or springs instead of the rubber elastomer?Thanks...

The 2001 Judy C uses hydracoil dampening, but there are no dampener adjustments. It uses coil springs that if stock would be for a rider 140-170lbs.

You can search ebay for some stiffer springs, contact White Bros and see if they have any leftover, or possibly increase the compression dampening by using a heavier weight oil (stock is 5w).

Here is the owners manual
