There's easily $200 worth of parts there. And you could probably sell the too-small-for-you frame on eBay to help offset your purchase price.

Rock Shox Tora 302 w/ lockout. Disc brakes. Douglas race saddle, ti rails (new). Thomson seatpost. Slime tubes.
This bike is in excellent condition. I've always kept it indoors.

The guy only wants $200.00 for it, the frame is to small for me but I figure I can take the parts off and add them to my bike for that price.

Yeah I emailed the guy and want to see if all the stock parts minus the seat post and saddle are still on there.
