I know of only a few KM's in Europe size 20". 29" bikes are so rare, and custom builders barely exist, so the chance someone would sell, I think is minimal.
Just try to get one new in the USA, pay in Euro's, don't pay import duties, be cheaper off than used.
In a few months there will probably be a few other steel 29"er offerings, at least one even in Europe.
