I special ordered a part from the lbs and it doesn't fit so I am wondering if I return it to them are they stuck trying to sell it, or can they return it to the wholesaler (BTI in this case)?

A lot of that depends on the part; generally, when it's a special order, they have a hard time sending it back, and have to try and resell it. It's not like Wal-Mart, that'll take back your granny's old mixer cuz they have one that looks like it on the shelf.

The more obscure the part is, the harder that all gets.

What part are you dealing with?

It's a spring for a Vivid. I doubt they'll have much luck reselling it since they weren't really sure what a vivid was at first.
What's a vivid?
So why are you returning it? You had them order it and now you simply don't want it?
If it's unused and in the original packaging, some wholesalers will take a return. They'll usually charge the shop a restock fee (and the shop will have to pay to ship it back). So expect to lose some for the restock fee.

Did you read the OP?
That is the reason I do not order from a LBS unless I am absolutely sure of the item. Otherwise, if they have it and are somewhat competitive, I'll buy it. But if they don't have it, I'll order it myself. Then if something goes wrong, I can return it without the guilt.

I did but the OP's explanation is definitely lacking in detail. Fit? Or other? If it's a Vivid shock and a spring for a Vivid, it likely fits, but doesn't fit his purpose....obviously whatever we say has nothing to do with what the shop can/can't do for him now. To return such a low cost item probably isn't worth it to them...ebay it.
If it was your mistake, the "right thing" to do is post it on eBay and eat the loss.

But if you ask, and they're willing to take the return, take 'em up on it.
The Vivid is a RockShox rear coilover.

Lemme guess -- you were trying to fit it to a one-off coil shock, right?

Yep, and obviously no go.

I agree with speedub.nate, that's why I asked because if the wholesaler took it back at a restocking fee then no harm done to them, and I pay a bit for my stupidity.
Small shops, no, not usually. They simply don't order enough. Sometimes they can pull strings (I've sent guitars back as "defective" before and gotten away with it) and get their money back. Most don't because it can take months to get a refund to their account, and the smaller shops can't afford to start waiting on money. Do it for you, they have to do it for everybody, if they're a decent, honest shop. Depends on the distributor, too. If they deal with a major multi-brand setup, with a good chunk of their shop coming from one huge warehouse, maybe. For example, if I got a return for a Celebrity acoustic, I may decide to take it back (usually not, there's taxes and such I don't get back without a hassle) Kaman will accept it back, then refund me the money I paid them after inspection. Gibson or Fender? Not a chance, they'd laugh at me. Once it leaves their warehouse, it's mine. They won't take it back under any circumstances.

But like Nate said, ask. If they have a no-return policy, oh well..........eBay it for less than you paid.
