They do add a platform, although it works much better than ProPedal. The PUSH platform is separate from the main valving so you can have firm pedalling that breaks away to plush out on the trail. The Fox ProPedal isn't just a slow speed, it actually is higher compression damping accross the entire range.

The platform is just one of the benefits though. The custom valving and improved rebound design are probably the biggest features.
