I noticed that seat post sizes come in very small increments (26.8, 27, and 27.2 mm) ?

How do I measure my seat tube to find its exact size?

Do I need to match the exact size of a seat post with my seat tube, or can it be a little off?

Calipers, sizing rods, or known-diameter seatposts are the usual ways. An easier way is to look carefully at your seatpost--many of them have the diameter stamped in towards the bottom of the post. You might also be able to look the bike specs up depending on what bike you've got. Get the right size post, it's not worth slippage or frame or post damage trying to use the wrong size post.
