Fox specifies 5mL of Float Fluid for air chamber. If you put more then the air spring gets more progressive.

I have 2013 Float32 29" CTD FIT fork and I would like to make it more progressive. I weight 105kg (230 lbs) in full gear and ride mostly XC and trail.

How much Float Fluid can one safely pour into air spring of this fork? I'm afraid that if I add too much the pressure at the end of stroke will be too high.

define safely.

You are unlikely to hurt anything. The pressure at the end of stroke will get high, and it won't compress any more; worst that happens is you don't get full travel. Kind of like Floats from a couple years ago.

Ok. I was afraid that pressure might get too high and it will break something.

I tried 5ml, 10ml, 15ml and 20ml of Float Fluid on top of piston and found 15ml to be best for me. Pressure is about 70 psi (not sure how well the shock pump is calibrated) and it is nice and plush over the roots and does not bottom out on bigger hits.
