The cone is completely recessed. Any idea how one is supposed to tighten the locknut on the cone without being able to get a wrench on the cone to stop it from spinning? Is there a special thin-walled 13mm socket which can hold the cone while a 10mm socket is used to tighten the locknut?

The exact tool you described does exist. Shimano Tool PD-73, pictured in this Park info sheet with some other usefull info.

Actually, I need a TL-PD33 tool. I had to go to the Australian website for Shimano until I found the diagram which noted the tool on it:

Isn't Shimano just so very helpful. It would be a damn shame if they included that exploded diagram with the pedals in the box.
