Here's a pic of what it looks like.

If there is a tech manual for this can someone direct me to it. Where does the shifter cable anchor sit? I'm guessing inside one of the cylinders on either bottom end of the switch, but then when you move the lever, how is the cable supposed to activate the forl lockout knob if it's not bolted to the switch? You can see a screw inside the lever. Is this supposed to pinch the cable?

This is one weird lever! Did some googling and it looks like it was called the "dual position" pop-loc lever. I'm assuming it was supposed to work with both from and rear shocks however, it seems it would only lockout me or the other??? Anyways, you are correct... Thread the cable through on of the slots using cable housing. Pinch the cable up top with the pinch screw. Picture below to help you visualize:
