I have a set of hope mono mini 06's with a IS fitting 160mm without adapters. I want to run a 140mm rotor instead but does that mean I need a new caliper?

You have a set? The front is 160mm IS also? If that is the deal with the front, then you could switch the front caliper to the rear on a 140mm rotor and put the rear caliper on the front with a +20mm adaptor and a 160mm rotor. Robert, as "they" say, would be your uncle.
