That little plastic screw the pushes the left side crank onto the spline, after you tighten the crank arm bolts down, do you remove that plastic screw? or does it stay on the crankarm.

The arm cap (that plastic screw) stays put in the non-drive side crank. I believe the crank arm pinch bolts squeeze the end cap in addition to their primary purpose of securing the arm to the spindle. You'd likely damage the arm cap if you made a concerted effort at removing it.
