Yes, water outlet...and inlet. It's situated such that water will be thrown out as the wheel rotates during riding. It also lets air out of the rim should the rim tape fail suddenly causing the rim to get pressurized, which is important in some carbon rims.

Air relieve so that when you land a big hit the air can escape and not risk blowing the tire off the rim?

Used bike? The hole doesn't look clean as if it came from the manufacturer that way. Previous rider drill a hole for some unknown reason?

This was a rental bike. The shop's website states: "All of our rental bikes get completely overhauled before going up for sale. Every part is cleaned, inspected, and remounted. We install new tires, cable & housing, and any parts (down to the bearings) that are needed. The bikes are tuned and ready to ride.

All bikes will be delivered Detailed, Overhauled & Tuned, and Ready to Ride".

They are sending me two new tires and a front disk that was bent.

- True it doesnt, but the rim itself isnt clean neither, so could be buildup or static holding debris on the edge.

- True, but I know that even some nationwide store chains where all you need to do is breath and they will hire you. Taking it to a real bike store maybe different, but depends on the situation. Perhaps the person is not even a mechanic, just a sales person.
