I agree, and sometimes a well drilled hole can add beauty…to a frame I mean.If the mechanic didn't raise any concerns about structural integrity I wouldn't worry about it either way. Pics would help though.

Yes, I had a few bikes with such a hole. Minimum seat post insertion point.There's no need to purge air while welding the seat tube - the top is open.
From what you describe, I would guess it is a "guide hole" to show how much seatpost insertion depth is necessary, from back in the olden days when people still used rigid posts and would cut them as short as possible while still being long enough for their proper leg extension.
If that is the case, it is frustrating that the head mechanic didn't know this.
