if ti's on the rear, doesn't sound like dropper...but...who knows.

Hole drilled in frame??? Factory or WTF?
I bought a used 2013 Specialized Epic Comp. Alloy frame bike. During inspection I missed a hole that looked so perfect that it appears factory. Head mechanic at bike shop said it was probably factory for purging air definitely not for a dropper post... the hole is a perfect hole on the right rear side 4 in below top of seat post frame on a 2013 Specialized Epic Comp. I’d post photo but haven’t figured out how to yet. Is this factory hole ? Or a hole created later? For what?

Tiny hole, right? I believe the hole you are referring to is from the factory, its a "breathing hole" needed for welding of alloy (and some steel) frames. Post a picture to be sure.
If it's a perfect hole it's not for a dropper - those are usually imperfect holes.

Admittedly, I'm having some trouble trying to see it in my head....but is it on the seatstay, or the seat tube? Vent holes for gasses expelled during welding on seat stays are perfectly normal as the tube is closed on both sides. They are usually about 1-2mm in diameter. A hole on the seat tube? No idea why that would be there.
If the mechanic didn't raise any concerns about structural integrity I wouldn't worry about it either way. Pics would help though.

There's no need to purge air while welding the seat tube - the top is open.
From what you describe, I would guess it is a "guide hole" to show how much seatpost insertion depth is necessary, from back in the olden days when people still used rigid posts and would cut them as short as possible while still being long enough for their proper leg extension.
If that is the case, it is frustrating that the head mechanic didn't know this.

Sometimes frame manufacturers drill a hole there to show minimum insertion of the seatpost.
