I have only seen the larger 685 in the 31.8mm. Every place I have seen them listed do not list the 660 as having a 31.8mm as an option.

That's what saw blades are made for. -25mm in an instant or two.

Yeah but then the rise won't be 20mm anymore. I ride at such a high level, every mm counts

Only if you're a top-level rider like me and every mm counts
Actually I think the effect is almost negligible.
How about the advantages/disadvantages of using a 685mm bar vs. 660mm?

Even at 660, I think that is a very wide bar. I've been running 560 bars for years, and any time I get on my wife's bike with the 610 Easton bar, I think the bloody thing is massively wide.

Bonus of trimming the 685 down to 660 is that it'll be lighter!
