I've never heard of "headset length." I think what you're asking for is stem length. The stem connects the handlebars to the steering tube. The steering tube is the part of the fork that goes through the headset. The headset is basically just a bearing. The stem length is measured from the center of the handlebar to the center of the steering tube along the axis of the stem.
