head tube and fork steerer length quesiton

Got a technical fork related question on the stack height of a headset as it works with head tube length of a frame. I'm thinking about moving up to a bigger size frame, but I think the steerer tube on my existing fork may be too short. When measuring the total length of the headset plus the head tube, do you simply add the two length values (stack height of the headset and the frame's head tube length) together? Or, do you not include the stack height of the the lower half of the headset when determining total length?

Simply measure the frames HT length & stack height of upper & lower cups - I include the lower race as well.
