well, trailbuilding isnt so much a problem because of $$ or insurance reasons, but rather the idea of hacking down wildlife and possibly disturbing animals ect..
as far as $$ for maintenance goes: there are plenty of nonprofit groups in NJ that organize trail cleanups, and group walks to pick up debris, trash... stuff like that.
insurance: getting hurt on a new trail is no more a problem than getting hurt on a trail thats been there for years. its written in a million places that hikers, bikers, campers must go at there own risk. i wouldnt worry about arguing that.
your biggest problem is like i said: if you can somehow propose the idea of hiring/finding someone who can point out proper areas for building then your good. perhaps an experienced park ranger or someone who knows a lot about the wildlife in the area can help.
