Full Susp Pivot spacers question

I am rebuilding my 02 Fisher Sugar 1. After removing the rear triangle, I noticed what appears to be an adhesive spacer around the faces of the pivot joint holes of the frame. It has worn off in some areas and Ide like to replace it. What are these spacers and where can I get them?

those are the bushings that the suspension pivots on, and if they are worn get new ones asap.

Naw, actually it was just the primer on the frame. I didnt figure that they would paint the area on the joining faces. Thanks anywho.
