There is a decent amount of discussion about KM sizing in the Surly section here, but my best guess would be a 20" frame for you. I'm 5'11 with a 32 inseam and I'm on the small side for the 20" frame.

That is based off my 2013 frame, they did update the frame for 2014, not sure if the geo changed or not. Take that for whatever it is worth.

You'd really fit fine on either a L or XL frame. It's up to you on what you prefer. I'm 6'3 with a 34" inseam and rode an XL 1x1 which was set up like an XC bike, but ride a L Krampus set up as a trail bike. I know it's two different framesets, but I'm glad I went with a L Krampus. The slightly smaller frameset helps with agility and maneuverability. So if you're riding technical trail, you may prefer a L. If you're riding tame XC trails, you may prefer the XL. Or you may base your preferences off of something entirely different :)
