I know it is a completely different bike, but I ride an 04 P bike with a 22.5" top tube, and at 6'1" it is perfect for my intended riding....
The reason why it felt stretched out when you rode that 19" stinky with an almost 1" longer TopTube, was also due to the fact that the seat tube is longer, which makes the stand over height seem like it has a vast increase, and it makes the bike seem bigger overall, thus making the top tube feel like its a mile long....
At 6'2", you are not short, but you are still not too ostrich to ride a medium, if you like a flickable bike go for the medium, if you are more into stability and plowing, go large...
The Decinci Ollie that I am saving up for will be a medium with a 23.4" top tube, 17" seat tube and 31.5" Stand over height, and its a little larger than would normally suit me, but the small frame would be too small at 15" seat tube
