Apologies if you find my suggestiong insulting, but this would be my train of thought if this was my bike...

1) Sure it's the lockout? lockout is a lever, not a knob on the RLT. (nit picking i know)
2) Sure it's in the lock out position? I believe clockwise all the way to point rearward.
3) shock should still compress slightly with the lockout on.
4) checked your blowoff valve setting? The lockout will blowoff if a big enough hit comes at you, it could be set really soft. Knob on the bottom of the driveside lower.

after that I believe it's time to visit your LBS.

It could be one of two more things.

1) Lockout lever position on the little hex that the knob sits on. It may need to be moved a few clicks forward.
2) Oil level might be low.
