It is called a star nut. Removing it will generally ruin it as you typically drill out the center and pry the stars out.

Go to a bike shop and get a new one for the new fork...it will cost a dollar.......or better yet, have them cut the new steer tube to length and install the new star nut and fork....

Just FYI,
the majority of newer forks have an internally butted steer tube. That means that the internal diameter of the tube is dramatically smaller as it approaches the crown...so much so that it is not possible to drive the star nut out through the bottom as you could with older fork models.
