Fork noise question

Hey all, I have an annoying noise in my Suntour Durolux36 RC-PCS 160mm forks. It doesn't seem to effect performance but damn it gets annoying on the trail. What I'm wondering is if its normal for these resin spacers to be able to move around like this? I don't know if when after adding air to the fork if these still move or not, but I can see it being a very possible source of my noise issue.
