i have a 2010 float 140mm 15mm qr fork, the axle to crown length is 510 mm , while the f29 120mm is 520mm, can i use the f29 lowers?

Can you explain what your end goal is? A 140mm F29? The damper cartridge wouldn't extend enough. Or are you just trying to use a 9mm axle with your Float 140?

maybe a 130-135mm f29

No, you would need a longer damper cartridge to gain travel on the F29. The 140mm is 10mm shorter...
