Positives: Easier to hop, more confortable on steep desents, quicker steering.

Negatives: Greater weight transphere required for turns (up and down), less leverage on the bars.

Also possibly less knee clearance(hitting the back of the bars -about where the levers are- when steering) when climbing out of the saddle.

Also, when climbing..the front end will wonder more(some call it "searching") when climbing in the saddle on the steepest of climbs. Requires more body english to get more weight over the front end(chin on the stem).
