Like cobba said, it's a Surly Pugsley. It's called a "fat bike." There's a forum here dedicated to them. They're used for riding on snow and sand and ice. Stuff that really needs a fatter tire. I think those tires are like 4" or something crazy big like that. You should check out the forum - some of those bikes are pretty neat looking.
