When I hit the brakes, I can feel they're pressing against the rotor. The problem is that it feels like they're sliding.
Is it possible that they may be crystallized? That's what a bike guy said it might be. If so, can that be fixed by someone with little experience in bike maintenance?

Take out your pads (don't touch the braking surface) and look at them. If they look glazed over, then they will need to be replaced. Well, not NEED, but it is likely much easier to do this than it is to clean them and make them right again. If they don't look "shiny", then they may have a contaminate on them. Possibly more difficult to clean than it is to unglaze them. Should you need new pads, i find the EBC, Alligator, and Discobrakes pads all do well at a much lower price.

Be sure to lightly sand (i use 400grit sandpaper) the rotor and wipe with water or alcohol and a clean rag. Be sure to bed in your brakes properly. Lots of threads and videos about that can be found with Google.
