Most frame builders will not warranty the frame unless they are the ones to make the changes to it. I had a freind add a disc tab to his older moots ybb frame last year. It wasn't cheap but atleast he maintained his warrenty.
if your frame is already out of warranty or you're otherwise not worried about it, Jim Kish might be closer (and thusly quicker) than moots. any builder who works with ti is likely to have this capability.
