Disc Brake setup advice needed-rubbing

I am setting up a used set of Hayes Nine's on the front of my bike. I can not get the rotor to stop rubbing. I have pried the pads open with a screwdriver, I have loosened the mounts spun the wheel and applied the brake then tightened the mounts with the brake lever squeezed, I have done the same with the two other allens on the caliper. The best I can do is get the wheel to spin with only a little rub but as soon as I apply the brake the rubbing is worse again. The wheel will not spin. Are the pistons sticking? I have no idea what to do next. Any advice would be greatly appreciated.

it rubs so bad the wheel wont turn? Since they are used, they may need to be taken apart, cleaned and put a new O-ring. Have you made sure the lever is going all the way back out?

the lever is going all of the way back out. I got the brake to the point now that after I squeeze the lever the wheel will turn for 5 seconds after spinning it forcefully. The rubbing stops the wheel. Where is the O-ring?

are you sure the rotor/wheel is running true? The O-ring would be on the piston.
