I have a Specialized Rockhopper with a badly rusted front derailleur. It has this stamped inside the clamp " L-034.9 " and this stamped inside the part that contacts the chain " Chainstay Angle 66* to 69* ".

The rear derailleur is labeled " Deore LX " but the front derailleur is only labeled " Deore ".

How can I find a replacement part number? Are these fairly generic so that other models can be used?

This is FD-M510 - first gen 9-speed Deore, 3x9 low clamp. But many other models have the same spec, for example: FD-M530, FD-M590 and others from different series (LX, SLX, XT etc.) from the same era.

Yes, 530 and 590 have the very same specifications. Mind that the 590 has two versions: 9 and 10 speed. The 10 speed is labeled FD-M590-10 and has a "dynasys" sticker. The 9-speed has a "Mega 9" sticker instead.
