The fact that the driver stopped suggests that maybe she thought a "bumper tap" would just display her annoyance and was stunned to see the results. The stupidity of that is that there is no place for the cyclist to go and a horn would adequately indicate her dismay.
What I don't understand, is how was this not reported to the police if the cyclist was transported to hospital presumably by ambulance? With bodily injury, that is a serious offense in and of itself in most jurisdictions. The video will allow the cyclist a full coverage against her insurance, I would expect. A slam dunk court case if they elected to fight if she was not charged.
The penalty doesn't really take the disparity in potential damage into account. Assault with a deadly weapon would be better.
