I have a set of Ritchey WCS riser bars, originally 660mm, and I'm cutting 3/4" off each side. As the hacksaw lopped off the final piece, I thought, "I wonder if I should be doing this." I've cut other bars, but these say they are triple-butted -- does anyone know if that should make a difference, safety-wise?

Doesn't make a difference. For handlebars it means the inside diameter of the bar tapers off (ie gets larger) towards the edges. If anything, the ends will be more resistant to impacts b/c there will be more metal for reinforcement.
