Yes, it can be done safely if you know the potential dangers of cutting open a battery pack. Since nobody here knows your level of skill, knowledge, and tools available, it is hard to say if you will be safe.

In general be sure to not cut into the cells and do not accidentally short circuit any cells. I have a friend that accidentally shorted an iPhone battery while changing it. It exploded and gave her some facial burns. Fortunately she was wearing glasses which saved her from eye injury.

don't do it unless you have a spot welder to install the new cells

it is far better and safer to source a battery holder from digikey for the size and number and type of
cells you intend to use to provide the correct volts, and recharge them in a battery charger

than to re-engineer a proprietary pack, and expect
your new cells to not explode when that pack attempts to charge these unknown new cells

----------

what specific model dinotte light ?

I've done that to some old 2C and 4C battery packs:

Inside there are standard 2s ans 2s2p 18650 li-Ion battery packs with pcm.
You can crack those open using screwdriver and after replacement seal everythiing with superglue.
Do I need to use a knife to pry it open?
Can I swap old cells with new cells 18650?

in all honesty
if you have to ask these questions
you maybe shouldn't do any mods

you could start a violent or explosive fire, die from fumes...any number of bad things
or....do the deed think it's good and later have a fire start while you are out riding

to pry it open you use a proper sized spudger and dremel w/cutting disc for any glued or fused bits... with extreme care. not a knife

to replace 18650 you need a spot welder to do it correctly...as soldering is problematic on 18650's due to time and heat. spot weld is
fast and doesn't heat up the cell

the charge circuit needs to be taken into account...will it work correctly with your replacement cells

-------------------------------------------------------------------------------------------

should really just get a battery case, use your own 18650's, and solder up the dinotte pigtail to that
and then charge the cells in a regular loose cell li-ion charger. skip trying to hack the dinotte pack

No need, It cracks open quite easily, 127.0.0.1 is writing some scary stuff instead of providing the easiest solution for beginner.
You can buy 2s2p battery pack, and the only thing that you have to do, involving soldering iron, is to replace the battery pack cable.

butane soldering iron is good for this ~20 bucks
super portable....I use this in trucky when fiddling with accessories
no cord. [not so great for electronic chips and boards as exact heat range is hard with cheap butane
but it works great if you are careful] wires and pigtails are a breeze

spot welding cells this Kerpu will do it ~60 bucks...
comes with nickel strip you need to weld to the cells
