Looking at the Cleary Scout for my 8 yr old.
https://www.clearybikes.com/products/cleary-scout-24-10-speed

Information online mentions it weighs 28 pounds.

My son rode one at Sea Otter and really liked it, but its 3 pounds heavier than similar bikes. Does the steel frame add that much weight or is it something else?

If its not the frame, is there anything simple that can be done to bring it back down in the 25 pound range?

Yeah heavy steel frame. Also some idiot spec'd 165mm cranks on that bike. I'm 6-3 and dont mimd 165mm cranks. You'd def need to replace those. It's about 150$. At that point you are close to 1k$ and might as well just buy a Prevelo or Spawn. The fork will be much nicer too iirc and it'll be lighter. Resell is really solid for a Spawn too. Prevelo 24" might be the nicer bike now but I doubt resell is as good.
