I searched the web and can’t find an answer. Can the Salsa Vaya Claris rear deraileur handle a 11-34 cassette with a 46/30 chainring?

Current Claris RDs come in two cage lengths, medium with a wrap capacity of 43T and max cog of 34, and a short cage with 37 wrap and 32 cog.

You have wrap of 34-11+46-30= 39. If you have the medium cage, you're golden. If you have the short cage you might make it work but it will be marginal.

Get the medium cage RD if you have the short cage. List price is ~$42.

The Wolf Tooth road link suggested by JRM increases the max cog size but does not increase the wrap capacity of a derailleur.
