Possible, yes. A good idea or timesaver, no. If you are changing spokes out, you should also be changing nipples and lubing the rim nipple interface. It is also best to be able to see the head of the nipple to ensure the spokes are the correct length and fully engaged in the nipple.

Is cost more money to retape and put seleant but probably is easier. Also is pain to remove and install the tires again


Timewise it will be much quicker to remove the tire & re-tape. Also it's a lot more difficult to build a quality wheel with the tire on. Also if you attempt to do it with the tire on you'll almost surely drop a nipple and then have to pull the tire and tape anyway.
